John Kerry about Cyprus and Greece

Athens – In the first day of December, the American Foreign Minister John Kerry paid a visit to Nicosia, Cyprus. The visit was scheduled to take place a month earlier, but it was postponed for the period after the parliamentary elections in Turkey.

The main purpose of the visit concerns the ongoing intercommunal talks in the island and the perspectives for arriving to some conclusion. From this point of view, there was a sense in the delay of the visit of the American Foreign Minister, since the Turkish leadership holds actually the key for a solution in Cyprus. The Turkish- Cypriot leadership, which represents the Turkish- Cypriot minority on the island ( 18% of the population) has no any autonomy towards Ankara.

The decisions on the Cyprus issue, on the part of the Turkish side, are taken in Ankara, which commands the occupation army and the police forces in the occupied area of Cyprus. It was important for the American policy to know the results of the Turkish elections, so that to have a clear idea of the Turkish policy on Cyprus. Actually, as it was expected, the American Foreign Minister delivered a message of support to the intercommunal talks and expressed his optimism that this time a solution will be at hand in Cyprus. At the same time, he underlined the importance of such a solution for the cooperation and “ partnership” between Christians and Muslims in an area of conflict and fanaticism. He avoided to give a clear stand of the American policy on critical issues, such as, for example, the international guarantees to Cyprus, after a solution, or on any other important issue, which is pending in the negotiations.

The American policy in the major player, behind the scenes, in the present efforts to find a solution to the problem of Cyprus, through the intercommunal talks. The Cyprus problem is actually, a problem of Turkish invasion and occupation, but for Ankara and its American and British allies, is much more convenient to present internationally the problem as an intercommunal one, so that to leave Turkey in the margin and to avoid the inevitable embarrassment, which accompanies a foreign occupation.

What is the kind of solution that the American policy wants to promote in Cyprus? The prototype of this solution has been drafted in 2004, in the form of the so called “Kofi Annan Plan”. The American strategic planning saw in the demand of Cyprus to enter the European Union as an opportunity to link the entry of Cyprus to the European Union to a “ compromise” solution and to opening to Turkey of the perspective to become a member country of the European Union.

The Kofi Annan Plan was too imbalanced in favor of the Turkish side, too unjust and unequal at the expense of the Greek- Cypriot majority (80%) of the island . The Greek side rejected this plan by a crushing majority of nearly 76%.
